What substances have been added to the Candidate List?

4 new substances of very high concern have been added to the SVHC ListECHA, on request of the European Commission or a Member State, may propose a substance to be identified as of very high concern (SVHC).

If the substance is identified as such, it will be added to the Candidate List for its eventual inclusion in the authorisation list (REACH Annex XIV). The inclusion of a substance in the Candidate List creates law obligations for the companies producing, importing or using these substances as such, in preparations or in articles.


On January 16th 2020, four substances have been added to the Candidate List, some of which are used in the polymer industry:

  • Diisohexyl phthalate (CAS 71850-09-4)
  • 2-benzyl-2-dimethylamino-4'-morpholinobutyrophenone (CAS 119313-12-1)
  • 2-methyl-1-(4-methylthiophenyl)-2-morpholinopropan-1-one (CAS 71868-10-5)
  • Perfluorobutane sulfonic acid (PFBS) and its salts
