A practical solution to place products on the market in compliance with Directive 2004/42/ECA VOC, acronym of Volatile Organic Compounds, is defined in directive 2004/42/EC as any organic compound with a starting boiling point lesser or equal than 250°C, measured at a standard pressure of 101,3 kPa.

Regulation

European directive 2004/42/EC has the objective of limiting total VOC content in specific paints and varnishes, as well as in vehicle refinishing products, therefore lowering the amount of VOC released in the atmosphere. It is supposed that the next revision will include further product groups, but it is not clear when it will be published.


Annex I of this directive specifies what product categories are subject to these limitations, while Annex II specifies the maximum VOC content in paints, varnishes and vehicle refinishing products. These limit values are intended for the ready to use product. The product must show on its label specific information, as detailed in the directive.

Consequences

Article 4 of Directive 2004/42/EC defines labeling criteria for these products. Therefore, they can be placed on the market only when their labels state:

  • product type as defined in Annex I, alongside the specific VOC limit value in g/l as defined in Annex II;
  • maximum VOC content allowed for the product, expressed in g/l of ready to use product.
