TEuropean Green Deal: Impact assessments of the REACH and CLP Regulations revisions. Rad morehe European Green Deal is a set of policy initiatives by the European Commission with the overarching aim of reducing the environmental impact in Europe, increasing the protection of citizens and the environment against dangerous chemicals and encouraging the development of sustainable alternatives in the industrial field, promoting the European Union as a pioneer in the safe production and use of chemicals.

To achieve these objectives, the chosen strategy includes a revision of the two main European regulations on chemical substances and mixtures (REACH Regulation 1907/2006 and CLP Regulation 1272/2008). For the implementation of these reviews, the European Commission has foreseen a series of actions, the first of which consists in a request for feedback aimed at the main stakeholders.

Initial impact assessment of REACH

Among the problems identified under REACH, the following issues can be highlighted:

  • Although REACH is the world's most advanced chemical information database, there are still gaps in knowledge in many aspects (for example, the introduction of hazard assessments regarding neurotoxicity, immunotoxicity or endocrine disruption).
  • The registrants’ safety assessments do not take the potential combination effects of chemicals into account along the supply chain.
  • As identified in the last REACH Review, communication along the supply chain is inefficient and lacks in terms of accuracy and clarity. The proposed solution for this issue consists in improving communication to the downstream user, and in this regard any digital and harmonized formats for the related documentation will be taken into account (i.e. SDS, Exposure Scenarios).
  • Revision of the authorization and restriction procedures for chemical substances
  • Revision of the control and enforcement procedures

Initial impact assessment of CLP

The CLP Regulation represents one of the most advanced tools for preserving the integrity of the chemical market at European level. Yet, it is in some respects unclear or incomplete and prone to interpretation. Among the topics covered, we highlight the intention to introduce certain classifications for the health and environment such as endocrine disruptors.
